Phase 8 prep recommendation
- Freeze candidate manifest — record exact FE/BE SHA, DB seed version, addon closure, and test command list per 09 §7.
- Run QG-13 bundle on that manifest before any promotion discussion.
- Execute QG-17 ×2 — two full harness matrix runs with identical contract results.
- Do not claim V1 CERTIFIED or production authorization until all 18 gates are PASS on the same manifest with human sign-off matrix complete.
