Catalog source: 07-release-test-matrix.md §7.6. All W10 rows remain BLOCKED there for STAB-014 / refund / journal ownership. This file does not change that denominator and does not skip any case.
Required suite identity: PKG-FEES-W10. Core smoke must stay free of Fees business tests.
