T1-A tidak me-rewrite temuan T0 untuk isu UX; rekonsiliasi tip docs dicatat di sini saja. Tidak ada konflik yang mengubah otoritas keamanan T0.

Siap Phase 1 inventory tanpa silent T0 evidence regeneration.
Setelah perubahan application source di Phase 16–17: wajib current-tip E1.2 rebind (Phase 20).
