T6A COMPLETE — W03 / SC-ADM CERTIFIED FOR DEV AND GOLDEN — DEMO/PRODUCTION NOT PROMOTED

The approved W03 contract is implemented, runtime-proven on a clean disposable install and on an installed-but-unentitled mixed install, and bound to the exact FE/BE application identities above. Current-tip E1.2 and Core W01/W02/W05 regressions are independently green. No application source change occurred after the certified FE/BE application commits; the FE descendant is docs/evidence only and was explicitly validated with --allow-docs-tip.

This verdict does not certify Fees, CBT, Foundation, complaints, daily/RFID/smart attendance, LMS, messaging, or any other optional workflow. It does not authorize demo or production promotion. GBN remains excluded/frozen and all production tenants remain unchanged.

Required next gate

Any demo promotion must use an immutable exact FE/BE pair, backup, served-identity verification, authenticated UAT, isolation check, and stop-on-first-failure. Production requires a separate explicit PROMOTE_PRODUCTION authorization and per-tenant rollout.
