A disposable partner in company 22 with no existing op.parent row was created in Golden. A company-20 gt.school_admin then called /api/v1/admin/parents/relation/save with that partner and an in-scope student.

Observed response:

No op.parent relation was created. The partner was deleted after the probe. This independently confirms the new _check_partner_scope guard before Parent.create.

The supplied 33-case matrix independently contains W02-PARENT-FOREIGN-PARTNER-NO-EXISTING with scope_error, after_parents=0, and unchanged student links. The E1.2 current-tip validator also passes.
